Shankar is an orphan raised by a sincere police Raja Rao. In an unexpected situation, the son of Raja Rao Bharat kills a child and Shankar's to blame for it and is imprisoned while Raja Rao warns him not to meet again. Years later Shankar is an IC which is known as 'Encounter' Shankar for his career as a specialist in the match. He was sent to Bukkapatnam city Tadipatri, Ananthapuram and assigned the task of ending the illegal business of a dreaded don Local Damodar whose dream project is to build a power plant. Using his intelligent mind, Shankar destroys all three core businesses of Damodar trapping the respective charges of those businesses. He brings a stay in the energy project bringing vital few witnesses. On a side note, Shankar loves a sweet shop owner called Saroja that repays his love at a later time. A person named Shekhar Shankar approaches and through him, the SP Local Mallikharjun it is reported that he is the witness to the murder of environmentalist Prakash by Damodar. Later Damodar influences all witnesses, including Shekhar before Shankar was arrested while Mallikharjun apologizes to Damodar and leaves. Later will come to know that Raja Rao son Bharat, the district collector committed suicide along with his wife, who was a friend of Prakash due to slander and personal attacks when Bharat tried to stop the energy project in which Damodar held half the fee and Mallikharjun, Minister Nagaraju Center held the remaining middle. Before dying Bharat revealed the truth behind Shankar Raja Rao thus uniting them. Shankar swears revenge and using a lawyer named Database Danayya, gathers information about the fullback of this project called Delhi Suri, Mallikharjun Damodar conservative bride named Sukanya who was actually an actress who works in movies Grade B in the last. When initially trap and blackmail then seizes Delhi Shankar Suri and with this help, he creates distance between Damodar and Nagaraju and get the latest Damodar killed by thugs. Later blackmailing Sukanya that would reveal his past to Damodar, trap Mallikharjun with your help and accuse him of attempted rape in Sukanya Mallikharjun was gay but nobody believes. Mallikharjun is killed by poisoning of the food I ate while Damodar Durga's brother is murdered by Damodar Shankar himself after saying Durga pollute your mind is trying to kill him for wealth. Meanwhile Shankar and Saroja commit. Delhi Suri gets to know about Database Danayya and destroys his office. Danayya takes revenge by revealing the Delhi Suri role in the murders of three people. When Damodar Delhi tries to kill Suri in his guest house faces Shankar who kills him after a long struggle. Bharat receives posthumous recognition for his honesty while Suri Delhi converts a police informant working under Shankar.
